ICT Ireland Skillnet intends to fill important human resources gaps in the Irish ICT sector by providing opportunities for technical and engineering staff to develop a broad set of business, management and interpersonal tools and to enhance a selected number of advanced technical skills.
In addition to our Post Graduate Diploma in the Management of Technology, we aim to provide the following programmes:

IP TELEPHONY and ENTERPRISE NETWORKING
Background
The telecommunications industry is moving towards converged solutions and providers of these solutions are becoming communication partners for their customers. To be a high end converged solution provider companies have identified a need to upskill their telephony engineers and technicians to IT professionals. The solution offered is a tailor made solution provided by the Institute of Technology Blanchardstown (ITB) for companies in the ICT Ireland Accel project to ensure that their employees acquire a base level of competence which includes IP Telephony and Enterprise Networking skills to an appropriate certification level.
Programme
The programme will be delivered in two phases:
1. Assessment
During this phase the trainees will take an assessment of their current skill/knowledge level using on-line testing tools available from Cisco and Pearson VUE and administered by ITB. This will allow the subsequent training to be tailor made to fit the level of competence of the trainee.
2. Training
Depending on the results of the assessment the trainees will be formed into one or more groups at the same level of expertise which will then progress to an appropriate level of certification/competence over an average of 5 days training. This could, for example have one group working towards a CompTIA Network+ certification, while another group might be working towards part of a CCNA certification.
The program will be delivered in a way that minimizes the impact on business operations while at the same time optimizes the learning experience of the employees. The program be delivered in such a way that the participants have an opportunity to revise and digest the information rather than deliver it in a condensed way.
ITB will prepare the students for final certification by ensuring that all objectives of the exam are covered in depth. The ITB relationship with Pearson VUE allows ITB access to practice tests that are written by industry experts in the subject matter. They work closely with certification providers to understand the exam objectives, participate in beta testing and take the exam themselves before creating new practice tests. At the end of the delivery of the program the participants will partake in industry certification through the Pearson VUE test centre at ITB which means that it is possible for all targeted employees to complete their certification exams through an advanced and reliable electronic assessment system.
Trainees will also partake in an ITB assessment which gives a national recognised certification in the form of a HETAC Level 6 award which will give the participants credits towards a further major award.
Cost
The cost per trainee is €1,300 which covers the assessment and 5 days training.

SYSTEM SECURITY
A 6-8 day modular training course in advanced knowledge and skills required to secure to secure and manage network infrastructures to protect productivity and reduce costs. The standard will be at CCSP level.

ICT Industry Focused Management Postgraduate Research Degree Programme
Introduction to Proposal
Undertaking a research degree to either M.Phil or PhD level is a significant professional and personal development journey. The research ‘journey’ offered in this proposal is designed to enable managers to bring insight and understanding to the complexity of today’s organisation and to develop the ability to think more conceptually. It offers the opportunity for participants to stand back from their current situation and reflect on a critical business issue in a manner that will require them to become expert in. The critical issue may be restructuring of an organization or developing a radically different set of organizational capabilities.
This programme seeks to invite a cohort of senior managers from ICT Ireland members to undertake a structured programme of research study in pursuit of the award of M.Phil (Research) or PhD. The programme is aimed at senior and experienced managers who have already achieved a breadth of qualification and experience in the area of management and wish to focus their learning to achieve expertise in a particular area. In this sense the proposed programme complements the existing DIT-ICT Ireland Postgraduate Diploma Management of Technology and M.Sc. Technology and Innovation programmes which have a strong management development for technologists focus.
The duration of the studies will be dependent on the time invested by the participant. Completion of the M.Phil studies is achievable in a 2-3 year period of part-time study. It is suggested that initiatially participants will register for the award of M.Phil but that if they wish to, and their progress supports this, they may transfer to a PhD register.

The listing above represents a sample of research areas where appropriate supervision is available. Other areas across management, innovation, strategy, human resource development, marketing and finance may also be accommodated within the proposal.
Benefits to ICT Ireland and Member Organisations
- The programme offers a complementary mode of learning and development to the existing suite of ICT Ireland sponsored programmes. In effect it completes ICT Ireland’s involvement in the learning continuum to the highest level of the National Qualifications Framework (PhD is at level 10 of NQF).
- The sponsoring organisations will benefit from dedicated organizational or industry research on important issues which involve the matching of real data with academic theory to provide an enhanced understanding of a major, possibly critical organisational issue. This research will benefit from the expert advise of DIT and associate research advisors.
- The programme has the potential to generate significant and high quality management research that can contribute to the development of the ICT sector in Ireland. Where appropriate, mechanisms to disseminate this learning could be explored (e.g. ICT Ireland – DIT Research Paper Series, dedicated book, conferences, and integration of learning into training programmes).
Benefits to Programme Participants
- The programme allows the participant who has already achieved a breadth of management experience through formal qualifications and experience, to enhance their expert understanding of a critical issue that is in a domain of interest to them. In this context, selection of topic may be through a combination of personal research interests and / or proposed career development intentions.
- The sectoral focus of the proposed programme provides the participant with a high quality peer learning network which will enable them to explore and develop their ideas as they develop them.
- A distinctive feature of doing a postgraduate research degree is that the participant’s work is assessed by the academic and professional community. With this objective research participants with the support of their academic research advisors will be prepared to submit and present their research at national and international conferences such as the Irish, British, European and US Academy of Management conferences, and publish their work in reputable journals. This will afford valuable learning and networking opportunities.
Programme Structure
The programme will be supported by a series of workshops. Initially these will focus on supporting the development of the research objectives, research design and application. The schedule for the workshops will be presented in a sequence that support the roll-out of the research and it is expected that the research training programme would be approximately ten day duration in Year 1 with fewer training days in subsequent years. The research workshops will include current and topical methodical debates and will be delivered by leading researchers in DIT as well as a panel of internationally respected academic researchers. Currently DIT researchers are engaged with leading research centres such as Grenoble School of Management, Cranfield University, Warwick Business School, Imperial College London, Lancaster Business School, and Cornell University. This network will be leveraged to provide a world class research training programme and advisory support network.
The programme will support a variety of research approaches that will be appropriate for the industry context and the ongoing participation of the researcher in the industry. For example, a potentially attractive research approach for the proposed cohort may be action research – a research approach where the researcher is part of the unit or organisation they are investigating. This approach has an explicit focus on action, particularly promoting change within an organisation and the subsequent application of knowledge gained.
The DIT Faculty of Business research degree offering is a fully dedicated and resourced programme with leading faculty from DIT as well as international partners contributing to both teaching and supervisory inputs. As the issues addressed by research degree participants are real organisational problems, they tend to be cross-functional, requiring inputs from a number of faculty with differing expertise. The programme is backed by the support of the Faculty’s Research Groups, allowing access to a wide range of faculty expertise with common research interests. Furthermore the structured nature of the programme provides a clear set of milestones, which enable the candidates to evaluate their progress and ensures that they are maximising their potential. It is expected that the strength of support from other participants in the proposed ICT Ireland cohort will provide an advance peer learning and support network that may last beyond the period of studies. In addition, the programme offers dedicated support from the DIT Faculty of Business Library and Information Centre.
Cost
Registrations and the research training programme will commence in September 2008. It is envisaged that the programme fee will be in the region of €5,400 per annum. This will be supported by a grant from ICT Ireland Skillnet in the region of 45%. The initial cohort target should be between 12 and 15 participants. This fee level would include all costs including research training, research training materials, international research trainers and advisor costs, supervisions costs, library access costs, etc. Ideally participants would commence in September 2008, however it would be possible for participants to join the programme at a later date.

Programme Outline & Aims
The Higher Certificate programme will equip individuals with the necessary foundations of knowledge, skill and competence expected of graduates in analytical science. It will enable participants to develop, through structured hands-on learning, a professional and technical competency in analytical methods and problem solving skills needed to work effectively in quality driven industry and other environments.
Progression Opportunities
Graduates may progress onto either the
BSc. in Applied Chemistry or the BSc. in
Bioanalysis at ITT Dublin.
Career Opportunities
Graduates of this programme will be capable of working as analytical scientists in the QC/ QA functions of companies.
Entry Requirements
Grade D3 in at least 5 ordinary level subjects in the Leaving Certificate including English or Irish and Mathematics or a relevant FETAC Level 5 qualification or equivalent. Mature students need not meet the above requirements and acceptance will be based on experiential learning, commitment to the programme and interview. All applicants must have competence in spoken and written English.

CCNA - Part Time Evening Course
Programme Summary
This programme leads to a Cisco Certified Network Associate Certificate and is delivered by the Institute of Technology Blanchardstown (ITB).
The aim of the programme is to provide training to employees of the ICT Ireland Skillnet participating companies to equip them with the advanced knowledge and skills required to secure and manage network infrastructures to protect productivity and reduce costs.
This programme adds value to companies in:
- The high levels of achievement, in earlier similar programme in 2006-07, where 90% of participants gained certification.
- The close connection between the training and the individual circumstances of each participating company.
- The quality of the delivery of the programme using highly qualified trainers with industry experience and are also CCAI certified.
- The quality of the laboratory (real-time machine usage) sessions which the participants receive.
- The assessment of the participants leading to an industry certification and a national certification which will allow the participants to partake in further education.
The programme involves four phases:
- Phase 1: Analysis Phase
ITB carries out a training needs analysis with the participating companies. - Phase 2: Programme Definition
The employees are grouped according to results in phase one and the training is scheduled to take account of employee and company needs. - Phase 3: Programme Delivery and Certification
The programme is delivered in a way that minimizes the impact on business operations of the companies while at the same time optimizing the learning experience of the employees. Dual accreditation will take place with a Cisco certification and one ITB single subject award at Level 6 of the National Qualifications Framework. - Phase 4: Programme Evaluation

It is recommended for Cisco security 1 candidates to have completed courses 1-4 of CCNA through the Cisco Networking Academy Program as a minimum or have a valid CCNA certification

Security+ - Part Time Evening Course

Candidates for Security+ are recommended to have two years experience in a networking role with pre-existing knowledge of TCP/IP, experience in a security related role, CompTIA Network+ or equivalent certification. The Network+ CompTIA certificate programme is also available on a grant funded basis through the ICT Ireland Skillnet.
